The pace of legislative change has slackened, according to research by Sweet & Maxwell.
The number of new Acts of Parliament and statutory instruments fell by eight per cent to 1,727 in 2011. A total of 25,708 amendments to existing legislation were required last year, the lowest level since 2002. In 2010, by contrast, more than 30,000 were required.
