Bowen v Secretary of State for Home Department and another [2016] EWHC 1400 (Admin), [2016] All ER (D) 97 (Jun)

The Divisional Court dismissed the appellant’s appeal against the first defendant Secretary of State’s decision to order his extradition to the United States. There was no breach of the specialty principle, as the US civil commitment process was to be treated as a civil process and not a criminal process, and there were a number of difficulties with his challenge based on art 5 of the European Convention on Human Rights.
