Smith makes the point that constitutional reform can’t be ignored, albeit the pile of mounting crises in other areas grows ever higher. He looks at what the political parties are saying about it―not a lot in some case―as well as ideas for reforms such as Labour’s plan to replace the House of Lords, soon to become ever more swollen and gluttonous if reports are to be believed, with a Senate of the Nations and Regions.
