The Professional Standards Authority (the Authority) appealed against the decision of the first respondent Health and Care Professions Council, placing a caution on the second respondent social worker’s registration for a period of two years. The Administrative Court, in allowing the appeal, held that the sanction had been unduly lenient and not within the ranges of responses open.
