The verbose descriptions in the United Nations Convention on the Rights of the Child and the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the “Beijing Rules”) as to the problems facing the court when sentencing a young person are not in any way at odds with, and do not add to, what the courts in England and Wales have always regarded as their duty when sentencing young persons, namely, to have regard to their welfare.
