Government departments are refusing to respond to an ever higher proportion of Freedom of Information Act requests. Sweet and Maxwell researchers found that 23% of requests were refused in the fourth quarter of 2009, compared with 18% in 2005 when the Act came into force. More than 6,700 requests were withheld in the last 12 months.
