The Civil Justice Council (CJC) has highlighted the scale of “digital exclusion” in its response to the government’s consultation paper, Transforming our justice system, which proposes an online court. The CJC said government estimates suggested 18% of the population could not or chose not to access IT facilities. It pointed out that this figure rises in terms of court users, as there are disproportionately higher numbers of people on low incomes, the elderly and people who do not speak English as a first language.
